⚡ Digital Local Energy Concept (D-LEK): A Data-Driven Approach to Municipal Energy Management

In the latest print edition of EKODEŽELA – Municipalities 2025, we present Envirodual d.o.o.’s innovation, the Digital Local Energy Concept (D-LEK), which provides municipalities with a comprehensive, automated, and data-driven approach to energy management.
The development began in 2015, and in 2018 we established the first operational version, designed in accordance with the Rules on Methodology and Mandatory Content of the Local Energy Concept. 💡 Digital LEK is based on more than a decade of development, experience gained through the preparation of more than 50 Local Energy Concepts, 15+ municipal energy management programmes, and numerous professional energy analyses and studies.
More than €1.8 million has been invested in its development through successful EUREKA, Horizon, LIFE, and JR RRI2 projects, as well as through the contribution of municipalities whose use of the platform and real-world data play a key role in testing and improving the solution.
🔍 In 2021, we became the first in Slovenia to combine GURS and LiDAR data for solar potential calculations.
Together with Danfoss, we upgraded our advanced district heating module. In cooperation with Aerosol Magee Scientific, we analysed the impact of pollution sources on black carbon concentrations, while collaboration with ELES enabled further development of our methodology for assessing network vulnerability.
📖 In 2024, the term and field of the digital LEK were included in the new Energy Act, demonstrating that the approaches we have developed are recognised as relevant at the national policy level.
🏆 In 2025, our innovative approach was also recognised at the EU level, confirming that Slovenian solutions can contribute to shaping European standards.
Digital LEK provides municipalities with transparency, optimisation opportunities, and a realistic pathway towards lower costs and greater energy self-sufficiency. Today, we are successfully implementing it in practice together with forward-looking municipalities.
